The Green Party of the United States (GPUS) National Committee is currently discussing Proposal 1277, “Proposal to Condemn the Ongoing Genocide in Sudan Urge US Designation of the Rapid Support Forces,” sponsored by the GPUS Steering Committee.
The genocide in Sudan is sadly often overlooked and not discussed enough, even by the US left. We applaud the GPUS Steering Committee’s proposal to seek more public discussion about the genocide, and attempt to influence national decision makers by communicating a list of the party’s demands to halt the genocide. The demands include designation of the Rapid Support Forces (RSF) as a Foreign Terrorist Organization, targeted sanctions against state entities and private actors providing arms or logistics to the RSF, and immediate humanitarian aid, all of which is urgently needed.
The proposal is missing support for the pro-democracy popular resistance committees and trade unions that led the overthrow of the dictatorial government of Omar al-Bashir in 2018-2019. The popular rebellion forced the creation of the Sovereignty Council of military and civilian leaders in late 2019 that was supposed to lead to democratic elections in mid-2022. The military staged a coup against the Sovereignty Council in October 2021. Then in April 2023 the military split in a power struggle and civil war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF).
MENA Solidarity Network recently reported back from the Sudan Solidarity Conference 2026, which brought together trade unionists and activists from Sudan, Britain, and beyond. The Conference’s statement and demands include opposition to both the SAF and RSF, including to “[e]xpose the crimes and narratives of the SAF and the RSF and reject any attempt to legitimise them.”
GPUS should equally condemn the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and equally call for sanctions on all countries and private actors that supply arms to the SAF and/or the RSF, including the UAE, Israel, Turkey, Egypt, and Russia.
What is missing but important for GPUS to emphasize is support for the pro-democracy movement anchored in neighborhood resistance committees and trade unions. GPUS should demand that these popular revolutionary organizations be included in internationally mediated negotiations and diplomacy, in line with the demands of the Sudan Solidarity Conference 2026.
The pro-democracy forces were excluded from the negotiations of the US-led “Quad” (the US, Saudi Arabia, Egypt, and United Arab Emirates) last fall that sought to mediate a truce between the SAF and RSF. We should demand that US policy promote not just a truce that leaves the military factions in power, but the democratic transition the military factions agreed to in 2019.
GPUS should support the democratic transition that the Sudanese revolution of 2018-2019 demanded.
The voting period on Proposal 1277 is expected to run from February 2nd through February 8th, 2026. Greens should voice their opinions on the proposal to their state delegates as soon as possible.
